Request for Proposals
ST. BERNARD PARISH GOVERNMENT
Sealed Proposals will be received until the hour of 2:00 p.m. on July 24, 2012, in the Office of the St. Bernard Parish Government, Office of the Department of Public Works, located at 1125 East St. Bernard Highway, Chalmette, Louisiana for furnishing all labor, materials, equipment, etc. and performing all work necessary for:

Sealed Proposals delivered to any other St. Bernard Parish Government location or other room number prior to the proposal receipt deadline will not be considered.The program consists of advertising and promoting available LLT properties, conducting auctions, and ultimately facilitating the sale of individual LLT properties and LLT property packages (35-40 LLT properties batched and sold as a single unit). The contractor is expected to develop its own internal policies and procedures in coordination with St. Bernard Parish Government and LLT in order to complete the following sequence of tasks:
1. Advertising and promoting the availability of LLT properties as prescribed by St. Bernard Parish Government and LLT;
2. Conducting an auction for individual LLT properties and LLT property packages as prescribed by St. Bernard Parish Government and LLT;
3. Facilitating the sale of LLT properties and packages once the highest bidder is determined via auction; and
4. Maintaining all LLT property sale records on behalf of St. Bernard Parish Government.
The described program is very unique. Consequently, St. Bernard Parish Government welcomes innovative ideas regarding how the project may best be executed. However, please be advised that the subject properties are owned by LLT and must be sold in a manner consistent with Community Development Block Grant (CDBG) guidelines. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed under the contract, Section 3, Segregated Facility, Section 109, Title VI and EO 11246.
